Do I need new referees if I apply for a shottie?

My Base permission of 120 acres is split by roads into sections about 60 acres, 50 acres and 10 acres. It was originally cleared by my first visiting officer - a shooter, and darn nice bloke. He cleared it for any .22 rimfire. He stood in to get my ticket underway after quite a lengthy delay - so he's not my regular feo.

I now wish to control fox on that farm but Leic's force stipulates no fox by rimfire - and no Centre fire unless the land is significantly over 60 acres - end of, regardless of what the feo says. I have other much more substantial permissions to show good reason for acquiring a C/f Shame but it seems I have little choice but to get a shottie that will do the job - and I don't have to supply a reason or use for it. It probably won't get used for much else.

Will I need to supply different or alternative referees?

Yup - top bloke indeed. Shoots up to .50 cal I believe, and has a very relaxing manner which puts the applicant at ease.

I think all FEO's ought to be shooters so they understand the needs of the people they issue licences to - and the realistic rather than perceived risks.
