Obviously they check out cabinet and tick boxes etc. Can they make positive reccomendations during discussions with you that will go towards your application. For example, suggesting going for more ammunition purchase holding, an additional calibre, suggesting you add hardware such as a moderator? They are probably the biggest factor in the decision to grant a certificate, as what they recommend to the right person goes - if they say you shouldn't have a certificate, then it's highly unlikely you could get one, and vice versa. In answer to what you were probably really asking I think, they will advise on what to apply for, such as ammo quantities and type, suitable calibres, what their force accepts, moderators and what to put on the form to get what you want (within reason obviously). You wouldn't believe how helpfull my brothers FEO was when he applied for his SGC, including resolving a very nasty identity fraud. They get a lot of bad press for doing a difficult job.
