It will go straight through their digestive systems, and you need regular amounts of lead over a very long time to have any adverse effects. I'm sure some people may disagree with me, but I'd be more worried about them being hit by a car or something. PS, I have a westie too! I wouldn't have a problem feeding him those pigeons. It is quite possible for lead shot to remain in the digestive system for long periods and one pellet is all it would need to result in raised levels of lead in the blood resulting in the typical symptoms of lead poisoning.
