My understanding of the word 'if' will be the same as yours I would think. I used it as the proposal isn't yet law, but if it makes you happier you can change it to 'when'. There's ZERO chance of this law NOT going through...it IS going to happen... I don't doubt it. We only have ourselves to blame. The FUN part is, POLICE SCOTLAND will have to do all the admin & checks & permit issuing - As I said. ALL the fees are going to Holyrood. Are they?
