It's 2 3/4 chamber so 700 bar seems low I'm not saying your wrong I worked it out the same but it just didn't seem right for the chamber size

No, he's right. Provided the gun remains as proved and is 23/4" chambers, the OP can use any CIP approved cartridges marked 12-70. The 31/4 ton proof mark means the gun is of an age when the lead crusher system prevailed. That service pressure converted to the CIP copper crusher system is 587 bar - as opposed to 495 (31/4 tons) - and the proof pressure for lead similarly changed to 939 for copper. In those days a bar was 14.7lb/sq" as it still is for certain applications.

The reason why I ask this is because I just payed to get the chokes bored out to 1/4 1/2 so I could shoot standard low pressure steals like steel game or supreme steel can I still do that or should I just buy some bismuth or hevi shot

Provided it's not damascus barrels , then, yes. The 700 atm stamped is the Russian service pressure but I have no idea what measurement system would have been used - I'll guess lead crusher - but it's academic as the UK proof over-rides it. Please note that I was uncertain about the 700 in my first reply which was not helpful so have deleted it.
