Maybe he fired at two people then thought he's made a terrible mistake and they're trying to come up with an excuse? Who are the two people they shot? Could genuinely start some riots! Through one thigh and lodged into then next persons calf. Silly mistake not making the rifle safe before moving. Human error that could have been alot worse. He/she would of been aiming (had the rifle pointing at that area) as was there to take out suspected threat if it occurred etc. But why when moving kept finger on the trigger, only he/she can answer that...
