Loose cocking rod

Do you mean when the barrels and forend are separated from the action an the locks are cocked?

 

I think it depends on the action design. My Beretta S57 has the cocking rods sprung lightly, so that they always sit 'forward' when the barrels and forend are removed - they can be pushed back with finger pressure easily (assuming the locks are cocked).

On the other hand, my SO Beretta they drop backwards or forwards as the action is tilted.

 

In both cases with the barrels and forend fitted I an unable to see, but assume the SO still has movement because if not - it would suggest the cocking rods were in compression (i.e. pushing the action cocked) - and so it could not fire.
