Degrees of choke are a measurement of constriction relative to the bore diameter of your shotgun.

 

It may well be tighter, but you should ignore the markings as they are only guess work.

 

Ideally you need to measure them accurately and then compare that measurement to the true diameter of your shotgun.

 

The Perfect way is to pattern them, count the pellets and then you will actually know what patterns they are throwing and can then lable them appropriately.

I've got replacement Teague chokes for my MK38 sporter. My mate is a gunsmith so we measured the barrel bore diameter with the correct tool then measured each choke to see what the actual constriction was compared to the barrel and we found this:

Imp Cylinder (1/4) should be 10thou was 8 thou.

Modified (1/2) should be 20 thou was 17 thou.

Light Imp Mod (5/8) should be 25 thou was 21 thou.

Imp Mod (3/4) should be 30 thou was 25 thou.

Light Full (7/8) should be 35 thou was 30 thou.

So effectively they're more open than what they're marked by one choke size. However, that's in my barrels, in another set of barrels they could be open as mine, the constriction as marked or even tighter.

I'm not into patterning them on a plate, I make my judgements on the basis of what my breaks are like and change them accordingly.
