As an indicator NE seem to regard a hunter take of 1% of peak mean average site count (BTO counts) as the upper threshold. Anything above that raises flags with them. Whereas the American time served system allows for a harvest of around 25% of the population. NE do not seem to have any sound scientific evidence so justify their 1% harvest rate.
