CIP over S is the superior CIP proof mark, the 2015, I assume is the date it was proofed, the 18.7 (.736) would be the bore diameter, the 'E' and the BLB in a shield are probably country of origin? All the research I've done online says either don't use HP steel if it doesn't have the Fleur de lys or use HP steel and it will be fine!
