dog/fox proofing for next year

on our small rough shoot whilst penning the birds up we took some of the thinner weaker looking birds and put them in a separate pen on their own , we put the other 250 out of the 300 pheasents out in release pens , the birds quickly perked up and this coming weekend we were going to put them out in the release pens, but today whilst one of the shoot helpers was going to feed up the pheasents and also his chickens that he keeps near by and was startled to see two dogs just inside the pens, he then watched as the two dogs savagely killed all the pheasants as our helper tryed to chase them out, as they ran away they chased chickens with chicks and killed two cockrels, the pen was inside a pen inside a pen, each with a bolted gate , the inner one where the pheasents actually were also had a netting over the top , the fact that they managed to get in struck us all dumb, any insights as for how we can dog / fox proof , all in all 50 pheasents and 2 (maybee more just unfound) chickens were lost, any ideas as how we can dog proof for next year ? thanks guys, im not a keeper my self just a keen young helper, electric fence has been mentioned , but i know my dog just jumps over or through it :S

Yes electric fence 12" away from the 6 'fence and 9" high, the dog or fox can't dig under the 6' high fence then

We have no electric fences. 1050mm rabbit netting round the base of the pen, folded in the middle at right angles so half goes up the face of the pen (cable ties are good for securing) and half is flat on the ground, secured with lots of wire staples (450 - 600mm round wire lengths bent into staples and pushed into the ground).

I put two strands of electric fence about 1ft out from pen, one 6 inches of ground and the other 12 inches. I then have another single strand a further ft out, its about 10 inches of ground. If the dog/fox jumps first one he lands into the two inside ones, seems to work really well, although i also have sheets of tin around the whole pen, one sheet along the sides, one on the ground so they can't dig in. May be overkill but if it works then i am happy.
