Cranfield
Aaron, your best bet might be a local gunshop. I,m sure they will offer you a good discount for orders of 1000 cartridges. You may see cheaper cartridges advertised, but the carriage charges often eat up any savings.
neil
Cheap fibre express will be those HV 28gr (i think they are about the cheapest they do),gamebore blue diamond or try eley they seem to be having a bit of a product change at the mo and there are some very good deals around on old stock.Shop around the local places first as cranfield says postage is a killer otherwise, unless you buy in serious bulk
Hammergun
Aaron - I'm paying £24 for 250 express 28g fibre 7 or 7 1/2, or 8 shot HV 2 1/2". Cheapest at the moment. Also Clear Pigeon 6 shot fibre at £25 You can also get Express 24g fibre 8s for £23.50. Cartridges by post are too expensive because of carriage. supergame
You will be able to get Express HVs as cheap as £21 per 250 and obviously cheaper by 500 or the thousand and they are a dam good load. I use them for the the majority of my clay shooting ( sporting ) without any complaints.

That may be so, but by the time you add secure carriage, you will not save anything, in fact they will probably work out more expensive for 1,000. I did look into it myself last year. Carriage is typically about £20. Don't forget cartridges are very heavy to post and need to be by secure carrier. If I buy 1,000 express 28g HV fibre from my gun shop, they are £88. You can sometimes get what are termed as "overruns" cheaply. These are custom-printed cartridges surplus to requirements or ones where the ink has smudged or not gone onto the cases. Hammergun
If you are clay shooting on the farm, especially over grazing land, make sure you use fibre wads. If the farmer sees plastic wads all over the place or has a sheep choke on one, it's a sure way to lose your shooting.
