For some people who's forces are very slow to deal with variations, they have to apply for the variation and get it into the pile to be dealt with, then when it's approved send in the certificate to be amended. For many people it's just not possible to go for months without buying any ammo. As to asking for a 'blue' bit, i can't imagine what they mean. Someone must have got confused somewhere!
