I took him to a local drain where I knew the water was shallow in the edge before dropping off deeper . I donned my waders and stood in the edge and coaxed him in which was no problem as he had been in a paddling pool in the garden before . I chucked his favorite ball well out into the drain and that was all it took , off he went with no fear at all !!. He looks very confident retrieving the ball at such an early age, many would leave it.
