As far as I'm concerned, all the current posturing and excuses from GP's and the BMA means little. The BMA spent 2 years in consultation with the HO over this issue before it was implemented, plenty enough time, as I said in another post, " to say no, set a charge or say get lost, but they chose to proceed on the basis of no fee only to change their minds when it became operational"
