It is exactly this. Any other service would have kpis to meet and consequences for not doing so ( think ofsted)

I understood there were KPIs and ( I’m speaking from what I remember so may not be exactly correct ) 

6 weeks for a variation 

8 weeks for a renewal (or the automatic extension kicks in)

does that sound correct or was I mistaken?

Well if there are "industry" KPI's they are rarely, if ever being met.
