This is a genuine Ridgegear fire service harness as seen in the picture below.

5-10 years from manufacture, assuming 6 months inspections. That looks like a heavy duty one so should be 10 years from manufacturing. 

 

In fairness the webbing looks in good condition and if it's only surface rust it should be fine.
