I agree powders should be controlled but the difference with smokeless (nitro) powders & black powder is safety - you need a detonation with nitros to ignite them - hence the fact nitros are off ticket & primers are now controlled. You buy from gun shops & most gun shops do not sell powders in my experience.

If it aint too far there is a place in cambridgeshire called fenland rural sports who do BP guns etc.

 

In answer to your last question, yes, a smoothbore gun can fire a solid projectile in theory. As soon as it is loaded with a solid round it becomes a section 1 firearm and therefore requires a FAC. The police wouldnt know you were doing it until you get rumbled, at which point you would probably face some jail time for the unlicenced possesion of a firearm.
