You could purchase expensive flock coated decoys and I believe there are some "non glare/matt" type paints, available at model shops.

 

Provided the decoys are not those horrible, thin plastic shell ones, that you can tear, you could try ignoring the glare.

I'm not convinced it makes a lot of difference.

If it really bothers you, exchange the decoys for real birds, as you shoot them. ;)
