onlyme
Horses for courses upon style ! But I know my flo frowns upon tactical looking gear in the field for obvious reasons. 10/22's are not the best tack drivers without spending money on customising them to shoot better. Cz's are work horses but need a 12 quid trigger kit to make them a lot better. Anshutz are very good straight out of the box. If you do have your heart set on a tactical look pic up a copy of gun trader and have a look at the mp5 h+k copy in .22lr. Bets ya money there not accurate though. You may find a tricked up 10/22 to your liking though there's a few about I'd deffo have a shoot of it first though.
cooter
Get something bolt action if you want consistent results. Eley subs are very good, Winchester subs are a close second. For a .22 Rimfire you don't need anything more than a 10X mag scope, and 3 -9 will do fine.
