If these finacial limits were imposed to prevent the planning of terrorism and the people involved are appealing against them because they consider the law to be wrong; let them have their way. Use a law that is firmly in place and can't be denied. Remand in custody to protect them or the public. The stupidity of suggesting the locking up every one called Mohammed defies belief.
