It simply says that "firearms autherised to be purchased or aquired" are a sound moderator for a .22RF rifle. look at type: sound moderator. No mention of a rifle. also states *2 enteries* and there is only one?? am i missing something? as for the ammo. If you only target shoot then you have no reason for expanding ammo. The scan clearly shows 2 entries, a moderator and a rifle may be purchased.........try reading it again. This fac is NOT conditioned for expanding ammo therefore the OP may not purchase or acquire any. Target shooting is not considered a good reason to have such a condition. KW The orig post b4 it got off track was can he buy expanding,well if its not on the front on the licence in the conditions then no. As for the mod well I thought they just issued them in connection with vermin control and expanding,hence subsonic hollow points,which work most quietly with a mod. And this mod for .22 target? Is just something I've not come across. Centerfire yes,its a great way of muzzle brake replacement,wich at some ranges muzzle brakes are prohibited,so yes good way round things.
