I would have thought that .243WIN is referring to the round as a whole. Correct me if I'm wrong, but you don't go to buy reloads and ask for a box of 100 .243WIN bullets. They're .243 bullets that are placed into a specific brass case to then create the designated letters afterwards. They are cartridge names, and named after the manufacturer who invented them, hence, for example, Remington can make a .243 Winchester, and it is a .243 Winchester but the brand is Remington. There may be some ambiguity in the original question if you bring in heads, and or reloading, simple fact is most people buying factory ammo ask for .243 cartridges anyway rather than .243 WIN, as with .222 and .223 and .308, and the very many other calibres.
