If it is for crop protection or as general vermin control then shoot them all year round taking every one you can! If it is just "shooting for the pot" then there is no reason why you should not shoot them all year round but you could be more choosy with your your shots and only shoot the younger ones when they are a nice edible size. If you are asking what time of day is best I find that early mornings or late evenings are the most enjoyable in the summer time and after dark on the lamp in the winter!
