It should be tight if it's little used but workable. If it needs forcing open or closed, or needs slamming in any way then there is a problem with it.

Walk away, unless you have a reason to be very interested in that particular gun in which case get somebody with the right experience (i.e. gunsmith) to take a look before you buy it. It might be nothing or it might be something very major.
