jack the car up take the wheels off....take the drums off ...power wash off......can pour some really hot water on first...then check the cylinder to see if it is free or sticking...if you grease anything up like the expander...only use copper slip...sparingly......

Front caliper slider pins could be seized, or the drum brakes have been adjusted too much and are too tight. Easiest way to check is to jack the vehicle up at each corner one after the other and try to rotate the relevant wheel each time. Handbrake off when checking rear wheels with front wheels supported with wedges.

Another favourite is the actuator cam that goes through the back plate. The pivot becomes full of crud or rust and starts to sieze! When you release the hand brake the cam keeps the brake shoes pushed against the drum! Wire brush around the pivot area and use a bit of releasing oil. Then manually move the cam back and forth, until it is free moving.
