From the description I am worried, as any legislation designed to restore public confidence in the criminal justice system is bound to fail and cause huge unintended consequences. As it is legislation not design to tackle an issue but public perception. That said, done properly it could be a benefit and may be the the opportunity to get previous poor legislation clarified ("occupier" etc) My prediction it will be about costs and potential for terrorist threat. People who bring in Drugs will always bring in guns.
