No, it's the rioters who murdered and tried to cut off PC Colin Blakelock's head and then mount it on a pole are the ones who should feel the disgrace.

It was Keith Blakelock, but I get your drift Oxfordshooter..... However, You put that "blame" on the 30 to 50 who carried out that attack.(Which is still a large number) But what about the huge number that assisted the offenders. In all sorts of ways. Getting rid of weapons, and clothing. Or the one's who gave false witness, or refused to be witnesses. Or the ones who turned a blind. That adds up to a lot bigger number!

Although, being objective, I have no problem in "thinking" that racism, the push to get a "cough" and numerous other acts of poor behaviour made matters worse.
