Gas seals. Daft question?

This may be a daft question but I'm totally new to reloading and trying to learn the ropes.

If a shotgun reloading 'recipe' calls for a Gas seal and a cork wad, does the gas seal sit directly on top of the powder and the wad on top of the gas seal, under the shot?

Also, after crimping (RTO crimp) can you add wax round the crimp edge for waterproofness without raising pressures etc?

a) Yes the gas seal goes directly on the powder, then cork wad on top, under the shot in my experience.

 

b) You could add some wax ... couldn't imaging any appreciable difference in pressures by just doing that. personally I've never felt the need.
