I can’t recall the publisher but I read an article about the £10k venue fines, and the long and short of it is they’re  illegal, fixed penalty fines have got to come with the option of a court appearance. Most people pay fixed penalty speeding fines, littering etc because they’re bang to rights. But. They are offered the opportunity to take it to court and I believe that is the deciding factor in the fines legality. 
 

edit: it seems in searching for the article I’ve seen another stating they’ve been re introduced after discussions between npcc and government officials
