Minky
I'm not sure that there is a specific licence to buy more, I think that it is more a case of the amount of propellant and that includes powder in cartridges that can be stored at a location. Like it could come under health and safety or mining and explosives acts. I don't know but I've read about it somewhere. Also it might affect the insurance risk of you house and potentially to a third party claim against you personally in the event of an incident. These are just a few ideas to investigate before you stack 10 ton into the geenhouse !!! Edit... a little bit of reading this might be of some use.... https://www.gunmart.net/ammunition/reloading/shooters-powder-the-laws#:~:text=The powder must be kept, explosive force of any deflagration. rbrowning2
HSE licence explosive storage, if you meet the necessary storage criteria the fee is several hundred pounds or more, depending on quantity and period of storage. https://www.hse.gov.uk/explosives/licensing/storage/index.htm
