Licence

I'm  not sure that there is a specific licence to buy more,  I think that it is more a case of the amount of propellant and that includes powder in cartridges that can be stored at a location.  Like it could come under health and safety or mining and explosives acts. I don't know but I've read about it somewhere.  Also it might affect the insurance risk of you house and potentially to a third party claim against you personally in the event of an incident.  These are just a few ideas to investigate before you stack 10 ton into the geenhouse !!!

Edit... a little bit of reading  this might be of some use....  https://www.gunmart.net/ammunition/reloading/shooters-powder-the-laws#:~:text=The powder must be kept, explosive force of any deflagration.
