The concept exists only in theory and in proof-of-concept prototypes, although many experts consider it technically feasible. In 2003, three professors at University of Tokyo — Susumu Tachi, Masahiko Inami and Naoki Kawakami — created a prototypical camouflage system in which a video camera takes a shot of the background and displays it on a cloth using an external projector.

Digicam was first introduced for the USMC and has now been adopted by the rest of the US army and Canada. The theory is that the thousands of little squares which make up the cam confuse the eye as well as allowing the wearer to blend in more efficiently in urban as well as rural enviroments. There's a photo knocking round on the net of a US soldier lying on his floral settee whilst wearing full digicam and he literally disappears into the pattern. It's good kit.

I met the people that have the contract to make it for the US government. Nice chaps and nothing to do with spoofing NVG electronics (or so they say).

 

The decision on the colour is decided by branch (i.e. Air Force, Army, Marines make their own choices) and it's designed to be a "best fit" for the majority of environments, at least in the army's choice. That said, there is some element of maths in it to make the patterns.
