I guess it's for reasons of Conservation! Imagine if someone could go out on the marshes and blag 30 geese! Go home and sell them for say £15 each (half the market price) then imagine all the OTHER less Scrupulous types who would muscle in on it as a Money Making racket It would become a nightmare!
