As others have said the .17 is a smaller caliber and the common 17 grain plastic tipped HMR bullets are frangible: Fragments are lighter and less aerodynamic than the typical 40 grain 22LR lump of lead that frequently passes through rabbits and other smaller quarry to ricochet of hard or stony ground.

True but they fly faster and further and cause more damage to whatever they hit. Having said that, on my permissions that are cleared for 22 I'd take it as fine to use HMR too.

 

Personally I think the whole "land clearance" thing is a joke, I have land that is cleared to .243 but there are parts where you wouldn't use an air-rifle. It always comes down to the shooter to make a responsible judgement of when and when not to shoot, whether they have an open or closed licence.
