Seen this a few times when ferreting, think its the older rabbits that chew them off when they are young ones

This is quite common, especially in periods of prolonged dry weather. It is not unusual for other animals to chew the extremities off babies in the nest to gain moisture. I have seen this with tail-less and ear-less rats and mice too.

 

Another explanation is that the mothers can get carried away with cleaning up new borns, in extreme cases resulting in complete cannibalism of the young. Again I have seen this with captive bred rabbits, rats and mice.
