The jigs I have seen, were just a piece of 3x2 being cut in a C shape on a fret saw!

 

3" side up and 2" becomes the back and front!

 

Mark out a one inch line in the centre.of both ends, then draw your C shape curve between the two lines. Cut that out! And you have your jig!

As for steaming! I have heard a lot of people using electric paint stripping guns to good effect!

That is for straighening a stick. Highland horn is a great place. For ram horn use a old pan full of water and an old gas stove in the shed.

Do not do it in the house. I made my own jig for bending horn
