If he is buying from a RFD then yes , if buying privately then it is not required to have a certificate , most responsible shooters will ask to see one though , but there is no legal requirement . Yes, I'm well aware of that but obtaining full ones without a certificate would not be an easy task. I can't remember whether you actually need a certificate to buy them but I'd warrant your chances of finding a legitimate shop that would sell you some are few and far between.
