This level of rainfall isn't that unusual its just we've screwed up the natural mechanisms that used to deal with it It was called PPG25 - a document which said don't do it but gave no teeth to scare the local planners with. HOWEVER...Jan 07 brought in PPS25 - which is a revised (and better) document which gives teeth to stop such development. The local planners can still try to overule it but if they do they will end up in court. The government is trying to stop this stupid development, and remember that any planning permissions issued pre Jan 07 are still valid, but give it a year and then no more development should be in the flood plain without due consideration/building design to mitgate for flooding. Same with Boscastle it does happen not often but has done over history, we've just made it far worse by tarmacing and building over everywhere and improving drains so water gets straight into rivers. But global warming is meaning that we ARE seeing these a lot more frequently and out of season too. Admittedly tarmacing etc does make it worse too though! This will probably happen every so often, sometimes a generation or 4 might miss out, sometimes they don't. "how can this have happened?" Moreover though when massive flooding occurs people are generally very good about it (considering!), but regular small scale flooding people just want to know where to send the bill. They don't like being told about acts of god, but that's what it is unless you can prove detrimental flooding to your property as a result of development elsewhere (which is often done.) That's because it's been estimated as a 1 in 150 year event at present. We can only realistically legislate at present to up to a 1 in 100 year return period event plus 60 years worth of climate change plus 600mm freeboard. Don't mess with the weather - we will loose!!!
