If I remember from the notes they say they will pay for any further reports. Iirc, you only have to pay if you declare a condition (current or historical).

 

They could argue that the applicant is the person who wants the grant, so therefore it is their responsibility, which I suspect is their reasoning behind doing it this way.

I suspect some doctors when they get the standard request from the police that they see it as an opportunity to make some money just to send a letter saying "no issues".  I know my GP doesn't do that as the Medical Secretary was a bit confused as to why I was asking for a report and said that normally they have 21 days to respond and don't have to do a full report.  She said they always respond and there is no charge.

 

Also iirc the BASC also advise not paying.
