The objectives of these petitions are so badly written but I suppose it allows people to feel that they have fought back in some way. This one like the sack Packham one isn't created within the official government petitions website so there is no obligation for anything to be reviewed by parliament. Change.org is a profit making private business based out of San Francisco that give a platform for people to voice their (normally very badly written) outrage and have others join in. What they also are is a large scale data aggregator that carry out analytics on the demographics of the people that sign petitions, the causes or political associations behind those and then sell it on.
