One has to question why they wasted time and resources sending out an unnecessary extension letter two weeks before, when your renewal was obviously progressing on schedule?

I can only assume that they anticipated more delay somewhere; the 'extension letter' is a simple 'word processor' task just inserting the relevant name and address and may be automatically generated?

My guess is the extension letters are automatically generated by software, as John suggests.
