The problem was, he legitimately bought the SKS from a firearms dealer as a converted straight pull action (you literally had to pull the charging handle for every shot) which would have remained legal to own except.... His rifle was made from a parts bin from several broken up section 5 prohibited rifles-then converted to a legal Section 1. Here in UK unfortunately, once a section 5-always a section 5. Even if the gas system is removed/blanked off its still classed as a S5 prohibited firearm. Had the rifle been manufactured from new as a straight pull in 7.62x39 (like the Ruger ranch rife) it would have been ok. No idea where all the parts came from but they were all part of a section 5 rifle at some point hence why police officers went round his house and seized the SKS.
