There are certainly some drawbacks (eg siltation associated with tidal barrages), but are they insurmountable? The Severn Barrage has been talked about for about 50 years (I live not all that far away from the Severn), but there seem to be too many 'problems'. Not really sure what they all are, but I believe that many are from 'environmentalists'. There have been so many funded 'studies' that I expect they have used up all the money!
