mudpatten
Take a look at the BASC web site under "General Licences". I don`t know if I`ve misunderstood what you`ve written but you need a specific authority issued by Natural England rather than any sort of variation on your "gun licences". There`s a lot of info available by Googling such as "Environment Agency shooting cormorants". Getting the appropriate permission might be a bit of an uphill struggle. Fisheruk
Apply to Defra or Natural England

guy baxendale
When you make your application make sure you have documented 'evidence' of having tried lots of non lethal methods to discourage them or you will more than likely get turned down. anser2
If you are able to get a licence and shot a few treat them like geese. Before they were protected I used to shoot quite a few at a fishery. Use 3 inch shells and BB non toxic shot as they are tough birds. And do not let your dog retrieve them unless you are sure they are dead. They will try to stab the dog with their bill or you when handled and they usualy go for the eyes. Fisheruk
Snipe them with a .22 or 17 hmr., but you must get birds on your FAC
