Just of note initially I sized my hornet necks less than I do now, I had issues with brass memory the necks eased up after a week or more- its thin brass. You said these were part of a batch and that got me thinking. Just take the gun out and change 1 thing at a time till you find it, only way! I emptyed some ammo cases and found some new brass thats a mates. Im sure he wont mind so i full length sized it and loaded 10 cartridges. That will rule ammo/brass out. Il test tonight. Scope mounts are tight. Action screws are tight. Bore is clean. Kent. Ive Try with 2 diffrent mods and no mod. Still the same. Not shooter error. He cleaned it and you also bedded the action all for no improvement. Everything else has been checked and is OK. If the above is correct then my money would be on the scope. I would try to borrow a fresh scope and rule that out first. The only spare scope I have is a Simmons WTC 1.5-5 which I would gladly post up to you to try if you like.
