While it may go against the grain the cheapest quickest and easist solution would be to move the dish in the short term, if the neighbour really does not want the hedge cut down, if he is too skint to cut it down possibly u could chip in or pay for the lot but i imagine that will be substsantially more than the 80 quid to move the dish.

 

Atleast with the dish moved u will never have the problem again and u can look at other routes assuming he really doesn't want to do anything with it

In the letter tell them she will hold them responisable for any damage do to her home or propertie if trees came down in high winds.

We did it up here and the people had a talk with we about problem so we went 50/50 and had the down.

I think you need to print that off and take that to the council and point out their obligation. Councils are very fond of not wanting to do anything because they much prefer the alternative which is sitting at their desk drinking tea and doing the crossword.

Similarly you should go and see your local councillor armed with the same information. Also have a word wit CAB.

 

Let them hassle the neighbours, so your friend doesn't have to.
