While it may go against the grain the cheapest quickest and easist solution would be to move the dish in the short term, if the neighbour really does not want the hedge cut down, if he is too skint to cut it down possibly u could chip in or pay for the lot but i imagine that will be substsantially more than the 80 quid to move the dish. Councils are very fond of not wanting to do anything because they much prefer the alternative which is sitting at their desk drinking tea and doing the crossword. Similarly you should go and see your local councillor armed with the same information. Also have a word wit CAB. Let them hassle the neighbours, so your friend doesn't have to.
