You'd have thought with a serious matter as per the Title, two people having differing views could not both be right. Wrong. Ref A: Firearms licensing (college.police.uk) Ref B: 04004 Procedure - Failing To Apply For Renewal Of Firearms Or Shotgun Certificates (hampshire.police.uk) The first sentence of the 4th Para under Firearms Licensing. of Ref: A lays out what we should expect. Para 1.2 and 1.3 of Sect. 1 of Ref: B explains that Hampshire, for example, has taken up the opportunity to sidestep the spirit of the Ref; A quote and - as you rightly say they can - has decided to delegate the granting, etc, etc, of firearms licensing. However, the emphsaised final paragraph under Delegated authorities of Ref: A, explains that the CC cannot absolve him/herself from and therefore must bear the ultimate resposibility for any decision made on his behalf.
