In P&O's case its easy because a ship in harbour isn't covered by British employment laws and no doubt the ships will be registered somewhere like Cyprus. But my late Mum's carer is Hungarian, she came to London to work in one of the Airport Hotels. She worked officially not for the hotel but for an employment agency based back in Hungary.
