I got my SGC at 13.

 

what I do is give my dad some money as "a birthday present" he buys the gun and then a couple of weeks later (I leave it a couple of weeks otherwise it looks abit funny, having the letter saying you have aquired it and the you have given it away in a matter of days, If you know what I mean) he gives it to me as "a birthday present"

No lower age limit for SGC - the FEO will be more interested in safety, storage, experience etc. I got mine at 15 I think, but my dad had his for years before and there was plenty of evidence that I'd be supervised and responsible etc

 

Not sure on cartridges - something in the back of my mind says you need to be 17 to buy carts? As long as you have a parent/older mate who can buy them for you then no probs.
