He was not allowed to shoot on his own but was allowed his own gun on his own certificate . He could not buy a gun or buy cartridges . Harnser . You can have a gun on an SGC from the age that you hold it. I had our guns put on the certificate at 14 years of age when I got my certificate although I obviously couldn't use them unaccompanied or access them until I was 15. What it did enable however was someone who was over 21 to take me shooting who did not have a certificate as I had one and had the guns on it. There is no minimal age, although the person that signs your application needs to have known you for at least 2 years so in theory they couldn't give a shotgun certificate to anyone under 2 years of age. Chances are someone under 15 wouldn't apply for a licence if nobody in their family was going to apply as well to buy a gun and ammo.
